The death penalty has been a controversial issue ever since law were made. Nowadays, there are countries where execution is considered illegal. Although countries in the Middle East with an unbelievably strict punishment for crimes have very low crime-rates, I do not necessarily think that that is the consequence of cruel punishment. Serial killers seem to not care so much about the laws so I do not think crime rates change according to the level of punishments the government serves.
